SUBMARINE BOAT BUILDING.
(Received August 22, 0.30 a.m.) LONDON, August 21. The British torpedo gunboat Hazard has been placed in commission. The first step has been taucn towards the establishment of a flotilla of submarines. Five submarines with a speed of seven knots an hour are being completed at BarrowrimFurness.
