Tha.Tao-tai of Kwekwaoheng, in Mongolia, *is levying duty on goods passing oyer the ‘Kalgan route, which are collectable at Tientsin, thus forestalling the Provisional Government. PUNISHMENT OF MURDERERS. LONDON, AugusfteO. Dr Morrison, Pekin correspondent of “The Times,” states that Great Britain has announced that she will reconsider the arrangement to withdraw her troops from China unless the authors of the massacre of the missionary Thompson, four British women and four children in Chu-ohau-fu, in the province of CheKiang, in July of last year, are forthwith punished. The execution of one 0 f the guiltiest murderers is demanded, and modified penalties will be allowed in the case of others. TERMS OF PEACE. (Received August 22, 0.30 a.m.) LONDON, August 21. The correspondent of “The Times” at Pekin states that the protocol embodies twelve including the following— Prince Chun’s mission to Germanv; the execution and punishment of those found guilty in connection with recent troubles; prohibition of the importation of arms mto China for a period of two years, with provision for renewal of similar periods; settlement of the indemnity (on the basis already cabled); the apportionment of China’s share in improving the approaches to Shanghai and Tientsin; the raxing of forts; proposals for foreign garrisons; the permanent dismissal of guilty Chinese and officials; and the amendment of the commercial treaties.
