The freedom of the City of London has been conferred on Lord Milner. Count von Waldersee, who commanded the allied forces in China, has sailed for Europe. llussia has established administrative centres hi tEe principal cities of Manchura. At a meeting of the New Plymouth Licensing Committee yesterday the chairman made some important remarks, regarding the licensing law. Mr Carnegie's gift to the Scottish Universities will he expended in strengthening the faculties of science, medicine, history, modern languages and literature.
