RUSSIAN NEGOTIATIONS. BRITAIN AND THE Y’ANGTSE VICEROYS. (Received April 14, 5.19 p.m.) LONDON. April 13. The “ Standard ” states that Chang Chih-tung, one of eth Yangtze Viceroys, will on Wednesday review 20,000 for-eign-drilled troops, which are iu readiness for any expedition. The “ Telegraph ” states that Russia claiips from China the expenses of maintaining 123,000 troops in China, and for losses caused by t!:o destruction of the railroad in Manchuria. The claim exceeds that of Germany. Russia’s action iu making such a large claim is attributable to the rejection of the Manchurian Cauvention. A Shanghai correspondent reports that Liu-kun-yi. one of the Yang-tze Viceroys, has received a letter from the British Government recognising his patriotism and pertinacity in opposing the consummation of the Manchurian Convention with Russia. “The Times,” commenting on the fact, says there is hardly any doubt that a similar communication was sent to Chany Chih-tung, another of tho Yang-tze Viceroys. The letters are an indication that Great Britain is alive to the situation, mid knows whither most effectively to turn for support in combating Russia’s designs on China’s integrity. “The Times” expresses a hope that the Foreign Office will give the Yangtze Viceroys substantial assurances of support.
