RUSSIAN DIPLOMATIC MANOEUVRING. BOXER EDICTS. LONDON, March 8. Viscount Cranborne, Parliamentary Under-Secretary for Foreign Affairs, stated in the House of Commons that Count Lamsdorff, the Russian Minister for Foreign Affairs, saw and approved the British Ambassador’s despatch reporting the verbal promise of the Russian Minister . that the occupation of Manchuria was neither virtual nor actual. News from Pekin states that the edicts recently annulled by the Emperor have been officially ascribed to l the leaders of the Boxers. THE MANCHURIA CONVENTION. (Received March 10, Q. 23 p.m.) LONDON, March 9. China will reply in a fortnight to Russia regarding the ratification of the Manchuria Convention.
