ACTION IN AMERICA,
(Received February 26, 10.35 p.m.) IVASHIN Ui. ON, February 26. The Foreign Committee of the Senate has agreed to an amendment of the Array Bill authorising President McKinley to hand over Cuba to the Cubans as soon as a Government is established under a constitution defining the relations of the United States and recognising America's right to’, intervene for the preservation of Cuba’s independence and the maintenance of good government.
