LORD ROSEBERY'S POLICY.
AN EX-LIBERAL’S DENUNCIATION. (Received May 11, 1.30 a.m.) LONDON, Wednesday. Sir William V. Harcourt, late leader of the Liberal party in the House ot Commons, in addressing a gathering at tho Devonshire Club, denounced Lord Rosebery’s proposal as an attempt to obliterate the whole of (he late Mr Gladtone’s legacy to the Liberal party. Tho Liberal party deserved to be destroyed, Sir William Harcourt added, if it allowed Lord Rosebery to thwart its aims. He concluded his'speech by declaring that .Sir Henlry Campbell-Ban-nerman, the present leader of tho Libelal party in the House of Commons, was pic apostle of reaction.
