■«- THE '‘TIMES” ADVICE TO THE COLONIES. FEARS OF AMERICAN RIVALRY. (Received May 9. 1.10 a.m.) LONDON, Monday. In connection with the proposed Pacific Cable, the London “Times” expresses the hope that the colonies will accept the financial basis proposed by the Government, and that Great Britain will modify the onerous conditions she has" imposed, lest any delay should encourage American rivalry'in connection with the construction of the cable, to the detriment of the Empire.
