Sir, —“A house divided against itself is sure to fall,” and this ancient proverb has never been more strongly exemplified than in this Empire City, for it is notoriously very much divided against itself, and has been all along from its earliest foundation, and intensified as it developed. This is now most clearly demonstrated by the scandalously expensive and still increasing bungling of the drainage scheme, which will be a constant drain of consequential damages from the civic exchequer, until it be arrested by sound, practical, up-to-date, expert business men to represent the heavilytaxed, groaning householders, who are practically the ratepayers, on this Council. —I am, &0..
