Sir, —I see by the award given by the arbitrator that the City Council will have to pay a very large sum, which, with costs, will total up to about A 1 GOO, and which said amount will have to come out of the ratepayers’ pockets. I have watched the drainage and sewage works during the progress, and have been very much surprised to see such small pipes laid in the main streets and back neighbourhoods. What is the use of 6iu pipes to carry off the- whole of the sewage of streets like, say Abel Smith, Ingestre and other streets. The least obstacle, such as a roughly glazed pipe, will soon block the ourreut. In London houses have to be connected into the main sewer with Gin pipes, and here in Wellington the same size pipe is supposed to be large enough for carrying away the sewage of 200 houses. Then, again, no provision is made to prevent the soil from going back into the private drains, which could be easily dona by having a galvanised iron 'flip hinged by a loose eye into the pipe forming the outlet into the sewer. When the main sewer is full the flap falls down into the recess formed in the pipe to receive it, and no pleasure from the water in the main sewer can force the sewage into, the private drain. If a .proper connection had been made as described by using these flaps, lam sure none of the damage to property would have taken place. The engineer should see that these outlet flaps are fixed to all new connections. and so save the money from future overflows. —lam, &oi. PIKELAYBR.
