The Imperial Colonial Defence Committee, at the request of the Victorian military authorities, has forwarded the report adopted last year dealing with the floating defences and fortified ports of the colonies. It states that as long ns the fixed defences remained incomplete, the floating defences helped to give security. The gap, however, no longer exists, and vessels are no longer needed. In some cases they cannot be employed without seriously interfering with the efficiency of the land defences, and where this is the casejthe floating defences, instead of adding to strength, were distinctly a source of weakness.
