With a..view to .settle tile qdestibn whether Viscount Wolmer (heir to tho late Lord Selborne) is entitled to retain his seat in the House of Commons for West Edinburgh, instructions have been given for a writ to be issued for the seat. Sir W. Vernon Harcourt, leader of tho House, approved of tho order, aud said that even if the action proposed led to conflict with tho House of Lords, Lord Solborne himself was responsible.
