AN ENORMOUS FINANCIAL SCHEME.

The House of Representatives has rejected Mr Springer’s Bond Bill, embodying the President’s scheme for the relief ef the financial pressure. No help from legislation is'now expected, so 60,000,000 dollars’ worth of 4 per cent, bonds will probably be issued to-day. It is understood they are already practically taken up, half in Loudon and half in the United States. Received February 10, 6.10 p.m. Washington, February 8.
The President in a further message to Congress announces tho issue of a 62) million dollar loan of 30 years, bearing 4 per cent., payable in coin, with the option of substituting 3 per cent, bonds, payable in gold. Should Congress sanction tho issue within ten days it will be provided for by the delivery of 3 5 million ounces foreign gold, which relieves the Treasury until April.
