The Gladstone Government has selected an important reform as its first London The injustice of rating London in parishes has lone been granted, and the first step in tion is to be a unification of rates. What that means to the poorer districts is shown by a glance at the present poor rates paid by various parishes. The poor rate in Bethnal Green is 2s in St George’s, Hanover square, Is 8d ; in Clerkenwell it is 2s lOd; in St Martin’admthe-Fields. Is 7d ; in St Luke s it Is 2s 9J; in Kensington, la lsi. And in these low-rated districts live those whose incomes are derived from, and whose transactions often create, tfio poor who aye so heavily taxed to keep themselyes. Thq coming relief will be gladly welcomed, and when the government of London as well as its taxation is unified (as is promised for nest session), Ministers may well clafm to have redeemed the most Important of the pledges which they gave to London when asking Its i TOtCf,
