A decree has been published forbidding the use of flags by Communists at funerals in the city. Loktdok, June 1.
A letter has been published from Earl Granville to the effect that the statement recently made that a settlement had been arrived at between England and Russia was incorrect. The question of Afghan frontier delimitation is still tho subject of negotiations between the two countries.

MV James Monro, of Melbourne, at present iq London, has had an interview with Earl Derby. He urged the necessity foe strictly prohibiting the sale of alcoholic liquors to the Natives of New Guinea. Earl Derby promised to give earnest consideration to the matter.
May 22. There ia ac outbreak ot cholera at Marseilles. sporadic, or scattered in character. Mr Garrick, Agent-General of Queensland, has accepted a decoration as Knight Companion of the Order of Sc Michael and St George, offered him by Her Majesty, It ia probable that Colonel Kiohardson, Commandant of the New South Wales Contingent, will be created Knight. Commander of the Bath. Mr Sargood, Minister of Defence for Victoria ; Mr Bray, ex Chief Secretary for South Australia; also the superior officers who accompanied the Now South Wales Contingent to Soudan will, it is rumored, he decorated as Companions of the Order of St Michael and St George. Mr Wilfred Powell has been appointed British Consul of the Navigator Tslinds. May 25.
Mr Thurston, Colonial Secretary of Fiji, has been appointed Lieutenant Governor of that Colony. It is probable that Sir Arthur Elibaok Havelock will be next Governor of Fiji. May 26.
The steamer Stirling Castle, engage 1 by the British Government as a war cruiser, Is now undergoing necessary alterations at Malta. When completed it is probable that she w l! be despatched to Australia.
