The Chancellor of the Exchequer made a statement that after a full consideration of Cape affairs the British Government declined to appoint Sir Garnet Wolsely to the supreme military and civil command of Natal, Trans, vaal, and adjoining districts, including the seat of war. May 26. The Secretary of State for the Colonies, in reply to a question, said General Wolsely is instructed to entertain any bona fide honorable peace proposals. ’
