THE CAROLINA DISPUTE, NEW~"yORK, July 29. A settlement has bc-en reached in regard to the conflict between the Governor of North Carolina and the Federal Circuit Court. The railway company implicated has agreed to the Governor’s proposal of a 2J- cents rate, the law to operate from August Bth. A proviso is also being made that the highest Courts in the Tand shall speedily -adjudicate on existing cases. The Governor of North Carolina refused to obey the ruling of the Federal Circuit Court declaring the State law on railway rates unconstitutional. The Governor rejected all offers of compromise until the railway company complied with the State law. Serious conflict between tlie State and. Federal authorities was feared, involving even the itse of Federal troops to enforce the order of the Court.
