MOROCCO.
THE ARREST OP A FRENCH ALGERIAN. AN ARMED DEMONSTRATION TO BE MADE. PARIS, August 22. The Premier (M. Rouvier) has informed the Powers of the circumstances of the arrest of a French Algerian and his transport in chains to Fez, and of France’s intention to exact reparation. M. Talliander, French Charge d’Affaires, presented an energetic demand for the release of the Algerian, for the punishment of the Kaid responsible, and for the payment of an indemnity of 2000 dollars, with an additional 100 for each day’s delay. _ France will make a demonstration either by the occupation of some point of the frontier or by a naval display on the coast. It is believed a demonstration will be made in any case by France as a lesson to the Maghzan (Moorish Government), hoping it will have a salutary effect in negotiations for a conference. The French newspaper “Le Temps” says: Prince Bulow’s instruction that Count Tattenbach (German Charge d’Affaires) should co-operate with M. Talliander, was an act of courtesy which France could not fail to appreciate. PARIS, August 25. The French Cabinet has unanimously approved the instructions sent by the Premier, M. Rouvier, to Count Talliander, French Charge d’Affaires in Morocco, to demand the immediate release of the French .Algerian recently taken by the Moorish authorities to Fez: In the event of the French demand being refused it is intended to withdraw the Legation and make a military demonstration.
