At the preliminary sitting of the North Sea Commission Admiral Fournier (France) proposed that the proceedings of the Commission should he entirely public. This was resolutely opposed by Admiral Dubassoff (Russia). Admiral Beaumont (Britain) insisted on publicity.

On Admiral Fournier’s suggestion a middle course was adopted, and official reports of the proceedings will be issued.
