THE GRAND DUKE SERGUIS’S ESCORT. SHOT AT BY A STUDENT. ST. PETERSBURG, January 14. The Grand Duke Sergius has resigned the Governor-Generalship of Moscow, but retains military command. The resignation has been accepted on the ground of ill-health. Moscow is to be reduced to a simple prefecture, but pending its establishment the Ministry of the Interior will discharge the duties of Governor. ST. PETERSBURG, January 16. While General Trepoff, ex-Chief of Police, was escorting the Grand Duke Sergius (who has resigned the Governorship of Moscow) to the Moscow railway station a student fired three times with a revolver, hitting General Trepoff once. General Trepoff had been relieved of his post in order to join General Kouropatkin in Manchuria. The Council of Ministers strongly opposes the Czar’s desire to replace the arbitrary rule of the Ministers by statute law. The censorship of the provincial press has been increased. The newspapers were not permitted to publish the Czar’s decree to the Ruling Senate, cabled on December 27th, but they were allowed to publish the Government’s circular menacing the zemstvos if they exceed their powers.
