TERMS OF CAPITULATION.

SOLDIERS AND SAILORS TO BE INTERNED IN JAPAN. OFFICERS RETURN TO RUSSIA. GRIM ACCOUNT OF LAST DAYS OF SIEGE. FURTHER RESISTANCE IMPOSSIBLE, SYDNEY, January 4. The Japanese Consul here, M. Iwasaki, lias received a cable message from the Japanese Minister of Foreign Affairs. Baron Komura states that the' agreement for the capitulation of the Port Arthur garrison, which was signed on the 2nd inst. (last Monday), consists of eleven articles. The mc-st essential points of the agreement are as follows : The whole fortress, ships, arms, ammunition, military buildings and materials, as well as all other Government properties, shall he surrendered. The Japanese reserve to themselves the right of free action in the event of the above-mentioned properties being considered to have been destroyed or injured after the signing of the agreement,

Plans of the forts, torpedoes and mines, and lists of military and naval officers, etc., shall be delivered. The whole army, navy and volunteers, as well as other officials, shall he taken prisoners. In consideration of the brave defence, the military and naval officers, and civil officials- attached, shall he allowed to bear arms and keep their private property of immediate necessity for daily life, and return to Russia upon parole not to take up arms against the Japanese interest until the end of the present war. Forts Itzushan. Antzushan, etc., were surrendered at noon on the 3rd instant, as guaranteed. LONDON, January 4. “The Times” says the terms of the capitulation of Port Arthur amount to unconditional surrender, tempered by military honours to the officers. The agreement for capitulation was signed at 9.40 o’clock on Monday night, and Itzushan and Antzushan Forts were surrendered at noon on Tuesday. It is understood that the Russian soldiers are to be interned in Japan. o*n the announcement of the fall of Port Arthur in London, Japanese 4 per cents rose 255, and Russian 4 per cents fell 15s. The latter, however, subsequently recovered under German support.
