“If a white man kills a negro in the town of Lake Charles, Louisiana, he is fined 50 cents,” writes a recent visitor to the town. Fish-hooks used to-day are of precisely the same form as those of two thousand years ago. The only difference is in the material; then they were made of bronze, now they are of steel.
