Masterton arid Newtown, and a new site has been purchased at Carterton. The Board is well satisfied that the buildings constructed have in every case been urgently required, and that good value have, been given for the expenditure, but it regrets that the absence of an adequate special grant for new buildings and extension's has prevented other works of smaller magnitude, but of considerable importance, from rccoivinaany attention. c ’
