There still appears to be considerable doubt as to the powers of a volunteer officer or staff of officers to enforce obedience on the part of their subordinates. Some time ago the officer commanding a Dunedin volunteer company proceeded against a private by fine and threats of imprisonment for non-attendance at a camp of instruction. These steps were of no avail, and the officer commanding the battalion has now entered the arena to test his powers. He has served the man with two orders fining him £2, under penalty of imprisonment. It is (understood that the man will also appeal against these orders, and then the matter will go into the Supreme Court. The new dredge Whakarire, built to the order of the Wellington Harbour Ecard, was successfully launched at Renfrew on the 15th inst. Serious differences have arisen in London regarding the proposed memorial service in commemoration of the soldiers who died in South Africa.
