There still appears to be considerable doubt as to the powers of a volunteer officer or staff of officers to enforce obedience on the part of their subordinates. Some time ago the officer commanding a Dunedin volunteer company proceeded against a private by fine and threats of imprisonment for non-attendance at a camp of instruction.
