Good progress is boir;£ «made with tho preparation of foundations for tho new Town Hall. The excavations on the reclaimed ground avo now below sea level, and as a consequence pumping operations have to bo assiduously conducted. At 11 o’clock oach day operations are begun, and they are continued until 5 o clock, an immense volume of water being lifted. The foundations that are being put in are of a substantial character.
