CHINESE AFFAIRS
LONDON, January 13. Russia having extended the telegraph line across the Tumen river, the northern boundary of Korea, without permission, the Korean Government protested. M. Bean, who succeeded M. Picton as French Minister in Pekin, is taking occasion to emphasise the French claim to a protectorate over the Roman Catholic missions in China. The Minister is withholding presentation of his credentials until the murderers of two missionaries are punished and the status of missionaries in Manchuria is settled. Seven thousand of the Dowager Empress’s body-guard and the attaches to the Legations have returned to Pekin. LONDON. January 16. An Imperial edict issued at Pekin enjoins the protection and respect of missionaries and converts, and degrades the former Boxer civil Governor of Pekin, and dismisses officials who were his accomplices, on the ground that they exaggerated the Boxers’ occult power and misled the Throne.
