MELROSE BOROUGH COUNCIL

At last week’s meeting of the Melrose Borough Council there were present: Councillors Clark (in the chair), Highet, Jorgensen, Newell, Keene, Nicol, Walter, Brown and Fullford. The Wellington City Council wrote, asking the Melrose Council to appoint delegates to confer with the City Council on the matter of abattoirs. It was resolved that the committee appointed at a previous meeting to inquire into the matter referred to be appointed delegates to meet the City Council. C. Daubney, of Island Bay, forwarded a plaster cast of property at Koseneath which he proposed to subdivide for sale. The same applicant asked for permission to form a right-of-way and fence the same. It was resolved to grant the request on condition that- the front be fenced to the safety of the public and to the satisfaction of the Council. ibe clerk reported that a number of ratepayers owing outstanding rates had paid np. There was now less than £6OO owing. Mr S. Jickel, city engineer, of Nelson, wrote, offering to give the Council particulars of the Nelson abattoirs, which had been erected under his supervision from plans prepared by himself. A sum of £lO 10s was specified as the sum for which the writer would ouve the Council general particulars. For complete plans and specifications which would enable the Council to have a facsimile of the Nelson abattoirs erected, a sum of £3l 10s was asked.—The letter was received. On the motion of Councillor Fullford, seconded by Councillor Newell,, a fortnight's leave of absence was granted to the Mayor (Mr Frost), who is absent in the South Island. Permission was granted to Louis H.

O’Brien, who wrote on behalf of certain Roseneath ratepayers, to erect a turnstile on a footpath in that ward. The report of the' Finance Committee, recommending the appointment of Geo. Archer as working, foreman for the Ohiro Ward, was adopted. The application of the office cadet for an increase of salary was deferred until the beginning of next financial year. The Lighting Committee reported that steps were being taken to get gas lamps erected at Washington avenue, at Ohiro road, at the top of steps near Mitchelltown, and at Roseneath. The report also stated that arrangements were being made with the Wellington City Council to have Bell road and the reserve at- the top of Nairn street lighted. The Streets Committee recommended that Crawford road, Kilbirme, be taken over and maintained by the Council; that the Upper Kilbirnie road be taken over and maintained by the Council as soon as the frontages to the street were carried .out and certain arrangements made with the Council; that Messrs Palliser and Jones be given permission to lay out a private street 66 feet wide on section 71, Roseneath, on condition that rules laid down by the committee he adhered to, and that a bond be entered into for the satisfactory carrying out of the works within twelve months: that an approach be made in Shannon street, Island Bay, provided that Mr Evans contribute the sum of £7 towards the costs; and that Mr J. P. Campbell be called upon to provide a 12 inch pipe drain to carry off storm water from the newly-constructed right-of-way on sec-’ tions 36 and 37, Kilbii’nie. The report was adopted. An application from certain property owners in Adelaide road that the Council take steps to give access to their properties, as provided to be done under the late loan proposals of the Council, was considered. A sum of £l4O was offered by the property owners towards the cost of carrying out the work, the estimated cost of which was £484. The opinion of the Council was that snch work could not be undertaken except out of loan money, and after discussion, the matter was hung up. It was decided to call upon certain bureesses to abate different nuisances within a week, failing such action proceedings to be taken in the Magistrate’s Court against them. Accounts totalling £37 17s were passed for payment. .
