In Japan what we call “after-dinner soeeches" are made before dinner, thus ensuring brevity and furnishing topics for conversation during the meal itself. The guardians of Wandsworth have decided to allow the old people of both sexes in the workhouses to have their breakfast in bed and to retire to bed at any time in the day they like.
