The application is strongly..backed by the St. Petersburg' Executive, and the .capitalists seeking the concession ©filer tp build' the line at their own cost, without either a subsidy or a kilometric guarantee. The idea of connecting Kars with Erzeroum by rail is not at all a bad one. -It will form-ari important link in-the series of extensions planned in Trans-Caucasia, by which Northern ’ Asiatic Turkey will be brought into direct connection with Tiflis, Elizabethpol and, Batoum, - as i welt as Southern Russia: There are valuable coal arid iron deposts; in the highland region between Erzeroum arid “ the Black Sea, and such a railway aa. j the Russians are desirous of - building will enable them effectually to tap and develop the mineral -wealth- of ; the > district. 1 . ■
