London, April 17. The only point in tho Chancellor of the Exchequer's Budget speech which really made a deep impression on the public mind was the statement that no loss than £1,000,000 is annually thrown into the gutters of London in the shape of cigar and cigarette ends. The Chancellor himself is a non-smoker, as he took pains to inform Parliament, but ho lias no objection to a great and increasing revenue from the tobacco tax. Now the anti-tobacco faddists are arguing that the vast waste in cigar ends is a new reason for condemning the use of cigars and cigarettes. .Most peoplo are impressed only by tho point the Chancellor -was trying to emphasise, namely, the importance of trifles.
