RELIEF TO BRITISH AGRICULTURE.
The effect of the relief to agriculture of one half tho rates, which has just been passed by tho House of Commons through tho committee stage, is very far-reaching. It is Protection by Freetraders. “ I am not a pedantic friend of Freetiado,” Mr Chamberlain said the other day. “ Only make it worth my while, and I diverge, he virtually said. “ How much will you oiler ?” ho practically said to tho Colony, and his hidden meaning, as we pointed out the other day, was that there is no chance of tho colonies ever offering enough. But with tho British farmer it is different. British agriculture can secure Ministerial place and power. British agriculture is a powerful constituent in fact. Therefore tho Conservative Government will do anything for British agriculture in spite of Freotrado. But for colonial agriculture, that must take its place with all the other competing foreigners. When we are in the sentimental abstract, it is “ Ho for tho Empire on which the sun never sets,” hut when we get to tho business concrete we are foreign rivals.
