M. do Blowitz, in his Paris correspondence to the Times, declares that Kaiser William’s tour through Italy and Austria has had the eifect of re-forming the Triple Alliance in its pristine vigour. The Vienna correspondent of the Times telegraphs that the treaties binding Italy to Austria and Germany, expiring in 1897, are certain to lie renewed, though the two latter countries did not press for their renewal.
