London, May 14. Messrs Chamberlain and Curzon wishing to debate Viscount Wolmer’s position, SitWilliam Harcourt caused a scene in the House of Commons by angrily moving that a writ be issued for West Edinburgh, the constituency i-epresented by the Viscount. Afterwards he withdrew the motion and substituted a notice for the appointment of a committee to enquire if Viscount Wolrner had succeeded to the Earldom. London, May 15. The committee moved for by Sir W. V. Harcourt to consider Lord Wolmer’s case has been set up. Mr Chamberlain withdrew an amendment which he proposed for widening the scope of the enquiry. . , Mr Chamberlain urged that the appointment of a committee would form an awkward precedent, and make it necessary to enquire into every suspected peerage. They were unable to force peers to give evidence. Sir Wm. Harcourt rejoined that to avoid complicity, plain evidence of the succession would be required. Mr Bailey, Tory, has been elected for Walworth, to succeed Mr Saunders, deceased, defeating Mr Rice, the Radical candidate, by a majority of 571 votes. The Socialist candidate obtained only 347 votes. London, May 16. A private Bill has passed its second reading- in the House of Commons providing for arbitration upon the value of permanent improvements on tenant farms, to prevent the outgoer losing compensation. The election for the West Dorset seat, rendered vacant by the death of the Hon H. R. Farquharson (Conservative), took place to-day, and resulted in the return of Mr Williams (Conservative), who defeated Mr Hoiner (Liberal) by 1200 votes. At the general election the Conservative majority was 2002 votes.

At the last election, Mr Saunders, who was the Liberal candidate, was returned by a majority of 296 votes. London, May 17. Owing to the recent defeats in byelections, many Liberals are advising the Government to submit a resolution respecting the House of Lords and then dissolve Parliament. Mr Lowther has withdrawn his motion to impose a duty on imported hops.
