EDUCATION BOARD.

The Wellington Education Board held its monthly meeting on the 27th, when there were present:—Messrs J. R. Blair (chairman), W. W. McCardle, F. Bradey, J. Young, W, A. Fitzherbert, F. H. Fraser, W. C. Buchanan, M.H.R., Dr Newman/ M.H.R., and Rev J. Paterson. v "• The Chairman reported that he and Mr McCardle had visited the Ngaturi School, which was a substantial structure, erected by the settlers in the neighbourhood. There were 28 children present, and they were much pleased with the way in which, instruction was given. They recommended that for the present the salary of the teacher should be -£IOO per annum. The report was adopted. J#%&' The Chairman stated that, in.;-eompany with the Board's architect, 'he had inspected the Pahiatua School, which was said to be-over-crowded, and in his opinion the, building could not be altered with advantage. He recommended that an additional building for the accommodation of the infants should be erected in the grounds. The report was adopted. „-:-- The financial condition of the Board was stated by the chairman to be as follows :—r Capitation account, creditor, ,£IBB3 Is 9d ; building account, debtor, £1975 13s sd. Payments required—Capitation account, .£3646 5s ; building account, <£2ol 17s sd. Accounts for salaries, &c, amounting to .£3725 14s were passed for payment. With regard to Park Vale School, it was. decided that a fence be erected by the Board's carpenter as soon as he is available.

With regard to the proposed aided school atMangapokio (Cripp's Creek), Mr Inspector Fleming submitted a report, and it was decided that when the school is erected aid should be given on the usual terms. "'" The Chairman moved that the, .salaries-of-* ~ the teachers at Scarboro, Wainawa, Tauherenikau and Whiteman's Valley Schools be fixed at .£IOO per annum, thus raising them from the status of aided schools to State schools, and that the salaries attached to the Whakataki, Te Whiti, Stokes Valley and Kaitoke Schools be reduced after * due notice to .£BO per annum, they having fallen below the status of Board schools. The motion was carried. It was decided that the hour for the elec- ' tion of school committees be 8 p.m. The North Wairarapa Liberal Association asked that a more central place of meeting for election of committee than the schoolroom should be chosen. Against this the School Committee recommended that the main school should be the place of meeting. The Board decided that they could not interfere with the local committee in the matter. Leave of absence was granted for one month to Miss Emma Davies, assistant at Clyde quay. Miss Jessie Moncrief, pupil teacher at Belvedere, applied for transfer to Master- . ton or Wellington ; and Miss Emily Nott, pupil teacher, Tawa Flat, applied to be transferred to Wellington. The transfers 1 will be made as soon, as opportunity offers.

On the recommendation of the School i Committee Mr John Macphair was appointed temporary first assistant at the Clyde quay School. An application from the Mitchelltown Committee to admit children up to the third standard was referred to the inspector for report- , , i. It was decided that Mr Nightingale ; should remain at Mangatainoka for three ! ■weeks longer, until the school examination. . , Miss. Ethel Robinson was appointed, pupil teacher at the Newman School, and Miss Mabel Collett to a similar position at the Petone School. Martin Higgin was appointed pupil teacher at the Eketahuna School. The Educational Institute forwarded a resolution expressing a hope that a circular issued by the Board notifying that no salaries would be increased on any account whatever until further notice did not apply to pupil teachers. The Chairman . said the Wellington Board was ma different position to most boards, as it had in its service 59 ex-pupil teachers, entailing an annual expenditure of £I7OO beyond what would hare been required had they retired in the ordinary course of events and their places been filled by juniors. This was really the cause of the Board's financial difficulties. The Board requested the chairman to write to the Institute explaining the situation. . An application from the Ohau Committee for eight chains of fencing was granted, and the Newtown Committee's application for JB6 for gravel was left in the hands of the chairman. The Levin Committee asked for the erection of an additional room, and for another pupil teacher. Consideration or the application was deferred, a's it was not thought to be a matter of great importance. The Board decided to carry buo some small repairs at Carterton, and an application for globes, maps, &c, at the school was referred to the inspector, permission was given to the pupil teachers of the school to leave early on Fridays to catch the early train for Wellington. The Chairman said cost of re-erecting the Kaituna School, which was burnt down, was £l2O 4s 6d, of which the department would contribute £7O. It was decided to interview the Minister of Education on the subject of the departments contribution. The usual grant was, on the recommendation of Mr Buchanan, given to an aided school at Brancepeth. The Chairman and Mr McCardle were appointed to report on an application for a .school at Makuri. • Mr Richards, headmaster of the Parkvale School, was granted leave of absence for one month on account of ill health.
