■ Paris, March 6. President Faure is down with influenza. Paris, March 12. In the Chamber of Deputies, M. Lockroy, who was recently deputed to draw up a report on the state of the French Navy, declared that it was worth • one-third only of the British fleets. Besides being deficient in speed, the ships were armed with obsolete guns and over-managed by thirty-three admirals who never left the shore. A French warship has been dispatched to Venezuela. St. Petersburg, March 6. The Czar has partially abolished the use of the knout, restricting it to the discretion of the country Judges. Berlin, March 7. The German Government has decided to send exhibits to the French Exhibition in 1900. Berlin, March 10. Four boys, all under 17, strangled two of their sleeping comrades in the Leitz Reformatory, Saxony, with the view of obtaining greater comfort in prison quarters. The young miscreants have been sentenced to terms of 15, 12 and four years 5 imprisonment.
Madrid, March 7. Thirty-one men have been burned to death in a Spanish mine.
