SHIPPING AND SEAMEN'S ACT.

Captain AHman, Nautical Adviser.to the Government, is at present busily engaged in drawing up regulations in accordance with the Shipping and Seamen's Act of last session for the rating of seamen and for the compulsory marking of the load-line on vessels. Under section Bof the Act a seaman is not to be entitled to the rating of " A.B. ** unless he has served at sea for four years before the mast or has received a certificate from an examiner appointed to examine seamen in accordance with regulations to be made by the Gdvernor-'in-Council. This provision, of course, does not affect any seaman who has been rated and has served as "A. 8." before the passing of the Act. Hitherto the load-line on vessels has been placed wherever the owners thought fit, and they were merely required not to allow the centre of the disc to be submeraged. Under the new Act, however, the position of the disc is to be fixed in accordance with the tables framed by the Load-line Committee of the Board of Trade subject to certain modifications indicated in section 25. The provisions with respect to the marking of the load-line come into force on the 24th April next.
