Capetown, December 16.
President Kruger, of the Transvaal, states that the new Swaziland Convention which he has signed assures the Transvaal of suzerainty over Swaziland, and grants Great Britain power to appoint a consul. Germany and Prance will not permit Great Britain to annex the Delagoa Bay district. Calcutta, December T 7.:
The Indian Government has decided to impose a 5 per cent, ad valorem duty on Manchester cottons, accompanied by an excise tax on the low-grade article .manufactured locally.
