"LULU" HARCOURT.

From Our Own Correspondent. London, April 13. The statement that Sir William Harcourt would like to upset tho present Government is a silly invention of the enemy. As a matter of fact from tho moment ho saw Lord Rosebery was unmistakably the choice of the party and the people, Sir William finally gave up all hope of ever becoming Premier. His dominant passion is his own love for his only son, and in all probability for his sake the Chancellor will presently accept an earldom. "Lulu" Harcourt was born with a golden rather than a silver spoon in his mouth, and from his childhood has been a pet of most of the Liberal chiefs, barring Mr Gladstone. At Oxford ho was reckoned the equal of young Chamberlain in brains, and his superior in wit. Since the Liberals returned to power Lewis Harcourt has acted aa his father's private secretary, and in a quiet way exercised a good deal of influence. The young man is exceedingly nice looking, and has a very pleasant smile. Unfortuntunately his health is indifferent, a fact which causes Sir William great anxiety, and has prevented Lulu himself entering Parliament, as he cannot stand late hours. Tho doctors hope, however, that as Lewis Harcourt grows older and fills out proportionately to his great height, his delicacy will disappear. He at present stands 6 feet 2 inches.
