Mr Balfour, addressing the members of London Unionist and Conservative Associations, said the Unionist programme favoured the division of rates between the owners and occupiers of houses, and the taxation of ground rents ; the right of the London County Council to acquire gas works, water supply and trams ; the extension of public works in England ; the modification of the poor laws by separating for relief the honest and sober from the drunken and thriftless. It also favoured the payment of State and municipal labour at a similar rate to that paid by private employers, and supported the One Man-One Vote if votes were made of equal value by means of equal electoral districts ; the extension of peasant ownership of land ; and the more adequate adjustment of employers’ liability.
