(PER PRESS ASSOCIATION.) London, March 16. The steamer Countess of Carnarvon, seized by the Portuguese, has been taken to Delagoa Bay. She ascended the Limpopo at the express wish of Gunguhana, a chief who repudiates vassalage to the Portuguese. The Times and other journals say Portugal must be called to account. The Marquis of Salisbury states that the action of the Portugese authorities in seizing the steamer Countess of Carnaroon was unjustifiable, unless the vessel was landing arms on the Portuguese territory. Brussels, March 16. King Leopold visits London to consult the Imperial Government in connection with Congo affairs. Madrid, March 16. The Spanish Government dispute the German protectorate over the Providence Islands.
