Mr William C. Fitzgerald, consulting chemist and public vaccinator for Wellington, has jnst innoculated a fine healthy calf for vaccination purposes at Mr Fitchett’s farm. It is intended to vaccinate children and adults, free of charge, at the Central Pharmacy, on Wednesday next if all turns oat well.

The Colonial Secretary has drafted a Bill providing for the constitution of a University College iu Wellington. The measure has not yet been submitted to the Cabinet. The Earl of Ancram, says the Wanganui Chronicle of Tuesday, is on a visit to that town. William Walter Sohomberg, Earl of Ancram, is a son of the Marquis of Lothian. Ha was born in 1867, and educated at Eton and Oxford. He is a lieutenant of the 3rd Battalion of the Lothian Regiment. Lord Ancram is A.D.C. to the Earl of Jersey, the new Governor of New South Wales. The Government intend to introduce a Criminal Law Bill similar to that laid before Parliament iu 18S6 by Mr Tole (Minister of Justice). The Bill will be submitted to Parliament with such modifications as are necessitated by the lapse of time. The main objeot of the measure is to simplify the processes of law, and do away with the verbiage which disfigures so many statutes. A serious accident occurred at one of the Forts at the entrance of the harbour on Thursday morning, but the defence officers are very reticent about the affair. But from what we can gather before going to press, is that three members of the Torpedo Corps were engaged filling a shell with gun cotton, when, by some means not yet explained, the shell exploded, and several of the men were serionßly hurt. The names of the men or the extent of their injuries are not yet known. The proposal to hold a municipal conference in Wellington in June next is meeting with a large amount of favour, and the Councils of Auckland, Timaru, Blenheim, and Onslow have written to the Town Clerk stating that they intend to bo represented. A telegram published elsewhere states that the Dunedin Council approve of the proposal. The Christchurch and Masterton Councils have also decided to be represented at the conference. The formal opening of the Manawatu Gorge Railway, which will complete the communication by rail between this city and Napier, will take place on Monday next. Special train arrangements have been made for the occasion. Excursionists from Wellington will leave here at 7.30 a. tn., reaching Palmerston North at 11.15 a.m. The visitors from Wanganui will leave there at 7 a.m,, and arrive at Palmerston at 11.40. The excursionists from both places will leave Palmerston at noon for Woodville, which will be reached at 1 o’clock, and after an hour’s stay the party will return to Palmerston, arriving at 3 p.m. The Wei* lington passengers will leave Palmerston at 4.51 p.m., and reach town at 9 pm. The Wanganui contingent will start on their return journey from Palmerston at 5.30 p.m. A special train will also be run from Napier. Reduced fares will be charged. The visitors from Wellington will be conveyed to Woodville and back in the Manawatu Company’s carriages, and no change will be necessary at any stage of the journey.
