(united PRESS ASSOCIATION, k , Christchurch, December. l*k _ A difficulty arose in connection, with the picnic to . the unemployed, as thq. Public Works officers found they could npt pay men for a holiday. The Mayor telegraphed to Sir Julius Yogel asking that they might be paid. Sir Julius Vogel replied, that it had been ascertained that employes had been paid under Bimilar circumstances previously, and he would issue instructions for those employed on relief hero to b.e paid for. this holiday. - ■?*
