M. Floquet, who was asked to form a Ministry, has declined. M. Goblet, formerly Minister of Public Instruction, has, however, accepted the task. Pakis, December 11.

M. Goblet has succeeded in form-, ing a Cabinet. For the present he will succeed M. de -Freycinet as Foreign Secretary, General Boulanger retaining his position as Minister of War, and Admiral Aube that. of Minister of Marine and the Colonies. In the Chamber of Deputies to-day, AT. Goblet announced that the new Ministry would follow the Foreign policy of M. de Freycinet, but promised internal reforms. St. Petersburg, December 11. A denial has been issued of the report recently current that Prince Lobanoff would replace M. de Giers as Minister of Foreign Affairs.
