The Russian and Turkish Governments are acting in concert with the other Great Powers in endeavoring to bring about a settlement of the Bulgarian .question.
London, December 5.
A circular has been issued by the Porte urging an understanding between the Powers on the Bulgarian question, and recommending the appointment of Prince Nicholas of Mingrelia as a successor to Prince Alezander.

Alexander, ex-Prince of Bulgaria, will visit the Queen at Windsor during Christmas.
