London, December 2. The ■weekly returns of the Bank of England, published to-day, fh9 proportion of reserve to liabilities to be 44 per cent, or 1 per ce'nt less than last week. The total reserve in notes and bullion is £11,400,000, a decrease of £200,000 for the week. Three per cent Consols have fallen -f per cent, and are quoted at lOlf ; New Zealand 5 per cent 10-40 loan, 102; 4|- per cent 5-30 loan, 99f ; 4 per cent inscribed stock, 97. A serious fire broke out in Knight-rider-street, in this city, last night, and completely destroyed a block of warehouses, as well as the interior of St. Mary Magdalene’s Church. The loss caused by the conflagration is estimated at £IOO,OOO.

Mr John Morley, in addressing a '"‘■'‘Liberal meeting in Edinburgh last night, stated that he was in favor of the principle of self-government being extended to Scotland, but he declared that the establishment of an independent Parliament for that country was impossible. A grand review will be held at Aldershot in June next, to celebrate the Jubilee year of Her Majesty’s reign. The Agentß-General have conjointly telegraphed to their respective Governments with reference to the Imperial Institute scheme, stating that they are completely satisfied with the assurances of the Committee, and that a complete agreement has been arrived at. ;

Serious rioting took place in Cork yesterday evening. The police charged the mob, wounding many of the rioters.
