Berlin, November 25.
The German Parliament was opened to-day by the Emperor, who, -in his speech, declared that the policy of Germany would be to exert her influence in maintaining an agreement among the Powers. This policy, he stated, was the result of Germany’* earnest? desire for peace, and for preserving the close friendship of her neighbors. . ; In his speech at the opening of the Reichstag to-day, the Emperor William announced that ah increase in.
the aijmy was necessary, owing to the increase which had heen effected in the armies of the adjoining States.
