News from Samoa, per Mararoa, shows that the Germans are making strenuous efforts to get the upper band in all. matters, much to th« annoyance of the British residents'. It is reported that the Municipal Magistrate at Apia, Mr Mabiu, formerly of Auckland, has been compelled to make room for a German magistrate named Lubeck.
