MR. GLADSTONE’S IRISH SCHEMES.

The National, Liberal, and Federation Leagues have approved of Mr Gladstone’s Irish proposals, and Mr Chamberlain offers to support the aecond reading of the Land Purchase Bill if the Irish members are retained at Westminster. London, May 9. Yiscount Wolseley and Lord Charles Beresford have not yet denied the statement that they intend to resign and lead the Ulster men if Home Rule is granted. Numbers are being enrolled in England and Ireland. Canada, ignoring the Home Rule question altogether, has adopted a colorless resolution on the subject of the Irish difficulty.

(reuteu’s telegrams.) London, May 7. In the House of Commons to-day, the Marquis of Hartington gave notice that he would move the rejection of the Home Rule Bill on its second reading. London, May 10. In the House of Commons to-day Mr Gladstone moved the second reading of the Bill, embodying the Government proposals with regard to the establishment of local autonomy in Ireland. In the course of an exhaustive speech he stated that he was willing that the question of the.retention of tbe Irish members in the House of Commons should be fully considered in Committee, and he suggested their appearance iu debates dealing with questions of Imperial taxation, and that a joint English and Irish committee should consider questions involving the interests of the E “ pire - London, May 11. The debate on the Home Rule question has been adjourned until Thursday, the 13th. Mr Chamberlain is believed not to be contented with the concessions made by Mr Gladstone, and will vote for the rejection of the measure, which it is generally expected will take place.

Mr Gladstone has issued a manifesto to his Midlothian constituents, in which he states that his infirmities prevent him from addressing them personally. His defence of his proposals for the settlement of the Irish difficulty is most eloquent. He admits the honesty of purpose of the members who have seceded from the Ministry and the Liberal party, in consequence of their objection to his Irish policy, but he expresses his confidence that the country will give its support to that policy. Mr Gladstone announces that he is willing to con cede autonomy to Scotland and Wales as well as to Ireland.
