It had been a bad winter and the people were becoming very restive on all the North Shore wharves and it had been hoped to get some relief for them. There was all sorts of talk about comfort and efficiency in industry, but what efficiency could there be when people arrived wet through at work. The board should approach the Minister about it. "We are held up by the controller and you can see how definite he is," said the chairman, Mr J. H. Frater. "We are keeping the matter before him and we cannot just say we are going ahead with the work. It is a question of relative urgency of the cases—covering for a jetty or houses for the people.
