India and China.—A Bombay message says that Sir Muhammad Zafrulla Khan, former member of the Viceroy's Cabinet and a judge in the Federal Court, has been appointed India's first representative to China. Envoys to the Vatican.—lt is officially announced at Chungking that China and the Vatican will exchange diplomatic representatives. A Tokio message says that Thailand is appointing an envoy to the Vatican. Rear-Admiral's Death. —A New York message reports the death of RearAdmiral Bradley Allen Fiske, aged 88. He invented a system of electrical communication for the interior of warships, an electric range-finder, thc_ torpedoplane, a system for detecting submarines, and many other contrivances.
